■ BASIC ACADEMIC REGULATIONS

1. Basic Rules

A. SMEAG holds the sole authority in appointing class schedules and their corresponding instructors.
B. New students are mandated to take the placement test examination and orientation.
C. Course selection without placement test participation is only permitted if the applicant is able to present an authentic official test result that is still valid.
a. In the absence of the original document, a copy or a screenshot may be substituted. This is done for verification purposes.
D. Re-enrollees or holding students returning after 3 months or beyond from departure are required to take the placement examination again.
a. In the case of re-entry: Students may use the previous placement score or the highest weekly mock examination score for course registration.
E. Classes are from Mondays to Fridays. Allocated time for each class is 45 minutes.
F. Students who are late for 5 minutes or more are marked absent and will no longer be allowed to attend the class.
G. In 1:1 classes, students cannot exercise their right to choose an instructor if they are absent for 5 consecutive days without a valid reason.
H. A payment of PHP 500 will be collected for every course change.
I. Should a student change course for more than 12 weeks in the exam preparation course, the academic warning received will be reset at the beginning of the week but the administrative warning will remain.

2. Class Changing

A. Class changing is only possible once every two weeks.
B. After meeting with their respective SA Teacher, students are to fill-out the application form (every week from 9:00 to 18:00).
C. The class change is granted to students in consideration of their class absence rate, number of warnings received, and so on.
a. Sparta Campus: Number of Warnings -> Long-Term Students (placement standard) -> Regular Attendance Rate -> Rochambeau Game
b. Classic Campus: Number of Warnings -> Long-Term Students (placement standard) -> Regular Attendance Rate -> Sparta Class Attendance Rate -> Rochambeau Game
c. Capital Campus: Number of Warnings -> Long-Term Students (placement standard) -> Regular Attendance Rate -> Sparta Class Attendance Rate -> Rochambeau Game
D. An existing warning will prevent the students from changing their class for 2 weeks.
E. There are no additional fees for changing class however course structure will not be altered.
F. Approval of class change will depend on the attendance rate in the last two weeks prior to the date of application.
G. In 1:1 classes, students cannot exercise their right to choose an instructor if they are absent for 5 consecutive days without a valid reason.
H. A payment of PHP 500 will be collected for every course change.

3. Excused Cases and Early Class Exit

A. Health-related problems, medical care, mail delivery, and ticketing are accepted as permitted absences with the approval of the admin head manager.
B. Should students wish to be excused from their class, they are to notify their senior managers and submit a medical certificate to the nurse on duty after medical treatment.
(This will not be accepted after class time.)
C. Other reasons not stated above will not be accepted.

4. Additional Class

A. Additional 1:1 class
a. Price: PHP 6,800 (4 weeks)
b. Time: 19:00 – 20:35 (Night Time Only)
c. Days: Mondays – Wednesdays
B. Additional classes are only offered according to the availability of the instructors.
C. Class schedule and content are adjustable with the assigned instructor.
D. 1:1 class cancellation is not refundable.

5. SMEAG Certificate Issuance:

Presented only to those students who have at least 80% class attendance rate.

■ CAMPUS ACADEMIC PURPOSES

1. Sparta Campus

A. ESL by Cambridge

a. Regular Classes
1. 1-7 absences: Caution (no warning) [7 will be the maximum counts of absences before resulting to 1 warning issuance]
2. 8 absences will result to 1 warning
3. The weekly attendance rate (from Friday afternoon of the previous week until Friday morning of the current week) and the Sparta attendance rate are added together. If the result reaches at least 4 points, this will prohibit the students from going out of the campus on the weekend.
b. Sparta Classes
1. Evaluation is conducted every four weeks and a warning will be issued if 4 absences are observed.
2. If an attendance is made using a punch card in behalf of another student, both parties will be given 1 warning.
3. If a student has more than 4 negative points from the negative point of weekly attendance (from previous Friday afternoon to Friday morning of the current week), exiting the campus will be prohibited.
c. Weekly Mock Test
1. Cambridge Weekly Testing
① IELTS Weekly Test: Apply to the Academic Staff at the Main Office by end of the week. Examination takes place at Classic Campus.
② TOEIC, TOEFL, BULATS Weekly Test: Apply to the Academic Staff at the Main Office by the end of the week. Examination takes place at Capital Campus.
2. Non-participating will result to 1 warning
* Academic department can only issue a maximum of 3 warnings but warnings from the admin department are limitless.
* Students whose first day of class is either on Wednesday or Thursday are not required to take the weekly mock test.

B. PTE Academic

a. Regular Classes
1. Guarantee Students
① Must maintain 100% regular class attendance for the entire training period.
② Must attend all classes during the guarantee period after failing to achieve the target score.
③ Even after the official examination, guarantee students are still expected to attend all classes.
④ The weekly attendance rate (from Friday afternoon of the previous week until Friday morning of the current week) are summed up. Students with warnings up to 4 counts will be prohibited from going out on weekends.
2. Regular Students
① 1-7 absences: Caution (no warning)
② 8 absences will result to 1 warning. An additional of 2 successive absences will result to another warning. For example: 8 absences = 1 warning; 10 absences = 2 warnings; 12 absences = 3 warnings.
③ The weekly attendance rate (from Friday afternoon of the previous week until Friday morning of the current week) are summed up. Students with warnings up to 4 counts will be prohibited from going out on weekends.
b. Sparta Classes
1. Guarantee Students
① Must maintain 100% morning and evening Sparta class attendance during the first 4 weeks.
② Guarantee students can choose to either do self-study or attend 1:1 additional class from 5th week onwards. (This is optional and is not reflected on their weekly attendance rate.)
③ In case of failure in achieving the target score, guarantee students are required to attend in the morning and evening Sparta classes during the entire period.
2. Regular Students
① Students are required to have at least 90% of morning and evening Sparta class attendance rate during the first 4 weeks.
② Students can choose to either do self-study or attend 1:1 additional class from 5th week onwards. (This is optional and is not reflected on their weekly attendance rate.)
c. Weekly Mock Test
1. Students must take the weekly PTE test. Otherwise, a warning will be issued. (This applies to both guarantee and regular students.)
2. PTE official test fee will not be supported if 3 warnings have been issued. (This applies to both guarantee and regular students.)
3. If the official test results of the current month is lower than the official test results of the previous one, guarantee benefits will be forfeited.
d. Guarantee Student Dormitory Reservation
1. Room reservations are required according to the expected score after taking the official test. (Preferential selection is possible but dormitory availability should be taken into consideration.)
2. In case of failure in achieving the target score, dormitory fee payment must be made a week before the guarantee period starts. (Benefits will be forfeited if payment is not made.)
* Academic department can only issue a maximum of 3 warnings but warnings from the admin department are limitless.

2. Classic Campus

A. ESL by Cambridge

a. Regular Classes
1. 1-7 absences: Caution (no warning) [7 will be the maximum counts of absences before resulting to 1 warning issuance]
2. 8 absences will result to 1 warning
b. Sparta: A warning will be issued if the attendance rate is below 90% during the first 4 weeks.
c. Weekly Mock Test
1. Students are mandated to take the Cambridge weekly mock test.
① IELTS Weekly Test: Apply to the Academic Staff at the Main Office by end of the week. Examination takes place at Classic Campus.
② TOEIC, TOEFL, BULATS Weekly Test: Apply to the Academic Staff at the Main Office by the end of the week. Examination takes place at Capital Campus.
2. Non-participating will result to 1 warning
* Academic department can only issue a maximum of 3 warnings but warnings from the admin department are limitless.

③ In case of failure in achieving the target score, guarantee students are required to attend in the morning and evening Sparta classes during the entire period.
2. Regular Students
① Must maintain at least 90% morning and evening Sparta class attendance during the first 4 weeks.
② Students can choose to either do self-study or attend 1:1 additional class from 5th week onwards. (This is optional and is not reflected on their weekly attendance rate.)
c. Weekly Mock Test
1. Students must take the IELTS weekly mock test. Otherwise, a warning will be issued. (This applies to both guarantee and regular students.)
2. IELTS official test fee will not be supported if 3 warnings have been issued. (This applies to both guarantee and regular students.)
3. If the official test results of the current month is lower than the official test results of the previous one, guarantee benefits will be forfeited.
d. Guarantee Student Dormitory Reservation

b. Sparta: A warning will be issued if the attendance rate is below 90% during the first 4 weeks.
c. Weekly Mock Test
1. Students are mandated to take the Cambridge weekly mock test.
– TOEIC, TOEFL, BULATS Weekly Test: Apply to the Academic Staff at the Main Office by end of the week. Examination takes place at Capital Campus.
– IELTS Weekly Test: Apply to the Academic Staff at the Main Office by the end of the week. Examination takes place at Classic Campus.
2. Non-participating will result to 1 warning
* Academic department can only issue a maximum of 3 warnings but warnings from the admin department are limitless.

② Students can choose to either do self-study or attend 1:1 additional class from 5th week onwards. (This is optional and is not reflected on their weekly attendance rate.)
c. Weekly Mock Test
1. Students must take the weekly TOEIC test. Otherwise, a warning will be issued. (This applies to both guarantee and regular students.)
2. TOEIC official test fee will not be supported if 3 warnings have been issued. (This applies to both guarantee and regular students.)
3. If the official test results of the current month is lower than the official test results of the previous one, guarantee benefits will be forfeited.
d. Guarantee Student Dormitory Reservation
1. Room reservations are required according to the expected score after taking the official test. (Preferential selection is possible but dormitory availability should be taken into consideration.)

■ WEEKLY TEST

1. Sparta Campus

A. ESL by Cambridge
B. Weekly Testing System
a. ESL by Cambridge: Students are mandated to join the weekly Cambridge mock test starting on the first Thursday of their study. (Students who start their first day of class on a Wednesday or Thursday are not required to take the mock examination of that week.)
1. TOEIC and IELTS students who wish to join the weekly mock test are to apply to the Academic Staff at the main office.
2. TOEFL and BULATS students who wish to join the weekly mock test are to apply to the Academic Staff at the main office and proceed directly to Capital Campus.
b. PTE Academic: PTE simulation test is mandatory from Thursday of the first week.
C. Time: Cambridge (19:00-22:00); PTE Academic (19:00-22:00); TOEIC (19:00-22:00); IELTS (19:00-22:30)
D. Test results are available on Monday of the following week. (Final results are attached to the certificate.)
E. The entrance of the testing hall will be closed at 19:20 and any form of entry beyond the appointed time is strictly prohibited.
F. Cheating is strongly discouraged during the entirety of the examination. Exiting early or submitting random answers to finish early is considered as a test failure and will be invalidated.

2. Classic Campus

A. Weekly Testing System
a. ESL by Cambridge: Students are mandated to join the weekly Cambridge mock test starting on the first Thursday of their study. (Students who start their first day of class on a Wednesday or Thursday are not required to take the mock examination of that week.)
1. TOEIC and IELTS students who wish to join the weekly mock test are to apply to the Academic Staff at the main office.
2. TOEFL and BULATS students who wish to join the weekly mock test are to apply to the Academic Staff at the main office and proceed directly to Capital Campus.
b. IELTS: Students are mandated to join the weekly IELTS mock examination starting on Thursday of their first week.
B. Time: Cambridge (19:00-22:00); TOEIC (19:00-22:00); IELTS (19:00-22:30)
C. Time: Cambridge (19:00-22:00); PTE Academic (19:00-22:00); TOEIC (19:00-22:00); IELTS (19:00-22:30)
D. Test results are available on Monday of the following week. (Final results are attached to the certificate.)

1. TOEIC, TOEFL, BULATS students who wish to join the weekly mock test are to apply to the Academic Staff at the main office by the end of the week.
2. Students who wish to join the IELTS weekly mock test are to apply to the Academic Staff at the main office on a Monday and proceed directly to Classic Campus.
b. TOEIC: TOEIC weekly mock test is mandatory starting from the first week (19:00-22:00).
c. TOEFL: TOEFL weekly mock test is mandatory starting from the first week (19:00-23:00).
d. Business English (BULATS): BULATS weekly mock test is mandatory starting from the first week (19:00-22:00).
B. Test results are available on Monday of the following week. (Final results are attached to the certificate.)
C. The entrance of the testing hall will be closed at 19:00 on Thursday and any form of entry beyond the appointed time is strictly prohibited.
D. Cheating is strongly discouraged during the entirety of the examination. Exiting early or submitting random answers to finish early is considered as a test failure and will be invalidated.

■ DORMITORY REGULATIONS

1. Campus Access Control Regulations

The curfew time is based on the clock found at the Guard House of each campus.
A. Purpose: To safeguard the students; to prevent intrusions and sleep disturbances; and to create a comfortable place for learning.
B. Sparta Campus
a. Monday-Friday: Full Access Control (except on Friday 18:00-21:00)
b. Weekends & Holidays
1. Campus exit is permitted only from 05:00-23:00
2. Application for an overnight stay out is possible
3. Weekends and Holidays: Must return to campus before 23:00
4. Sparta Campus Curfew
① Purpose: Solid EOP, regular daily flow, and assurance of a relaxing slumber of students.
② Time: 24:00-00:00 (excluding Saturdays and holidays). A warning will be issued in case of non-compliance with the guard’s instructions.
C. Other campus students can visit Sparta Campus on Friday from 19:00-20:00. Dormitory and classrooms are strictly beyond limits.
1st and 2nd Campus Visitation Permission (including weekdays, weekends, and holidays): Sparta Campus students are allowed to visit Classic Campus only from 06:00 until 24:00.
1. 1 Warning
① Absence of identification card when moving between campuses.
② Violation of the prescribe campus travel time.
2. 2 Warnings
① Exiting the campus by violating the rules and regulations.
C. Classic Campus
a. Curfew Time
1.Weekdays (21:00) until (05:00) the next day
2. Thursdays (weekly mock test), weekends, and holidays: 23:00 until 05:00 the next day
3. Graduates, outsiders, and other campus students may visit the Classic Campus on Fridays (19:00-20:00); for Saturdays, Sundays, and holidays, application is available at the main office. Dormitory and classrooms are beyond limits.
D. Capital Campus
a. Curfew Time
1. Curfew time is 23:00-05:00
2. Graduates, outsiders, and other campus students may visit the Capital Campus on Fridays (19:00-20:00); for Saturdays, Sundays, and holidays, application is available at the main office. Dormitory and classrooms are beyond limits.

2. Extension and Class Holding Application

A. Extension Application
a. Application should be done 4 weeks before the end of class and payment should be made 2 weeks prior to the first day of extended class.
b. Application is automatically cancelled if payment is not paid within the prescribed time frame.
B. Class Holding
a. Students can hold their classes when they still have at least 4 weeks of remaining study period.
b. SMEAG will deduct 2 weeks from the total duration for holding cases.
c. Students must re-enroll within 6 months. Should they wish to cancel, SMEAG will follow the refund regulation.

3. Electricity and Water Fees

A. Receipts or bills will be given to the students at the start of the month.
B. Students will be provided with receipts when departing/leaving the dormitory.
C. Electricity Charge: (PHP 12 per 1 kW); Water: (PHP 10 per day)
D. Students are required to pay their bills before the due date. A penalty of PHP 10 per day for overdue bills.
E. Detailed electricity bills are available upon request.

4. Campus Life Regulations

A. Expulsion Cases (No Refund)
a. 5 or more warnings accumulated
b. Drinking alcoholic beverages, gambling with money and theft inside the campus.
c. Crossing the opposite gender’s line, floor, or room: In such case, both students will be expelled.
d. For students using the Family Room: If students enter the dormitory of the opposite gender, both students will be expelled.
e. Illegal or prohibited utilization of E-Money.
f. Violent behavior, provocation, raising the voice or making threats to the managers, supervisors, and other officers.
g. Serious damage to SMEAG property or defamation done intentionally. Students will be subject to a fine.
h. Impersonal or immoral action towards SMEAG staff. (Examples of such include corruption, personal meeting with staff, etc.)
* Expulsion is implemented within 48 hours from the time of the incident.
B. Warning Cases
a. 1 Warning
1. Smoking at non-designated areas.
2. Gambling
3. Exiting the campus and overnight out without permission.
4. Spending the night outside the campus without participating in safety education and the absence of stay-out form.
5. False labeling of itinerary.
6. Failure to observe curfew time. (Warning issuance and prohibition campus entrance.)
7. Failure to follow guard’s instructions.
8. Having private meetings with Filipino teachers or staff outside the campus and without the approval of an SMEAG manager.
9. Not being able to provide proper documents after going out on weekdays. (For Sparta Campus only.)
10. Not wearing ID when visiting the other 2 campuses.
11. Not being able to follow the prescribed time when visiting the other 2 campuses.
12. Using or taking kitchen utensils without permission.
13. Using electric burners.
b. 2 Warnings
1. Causing excessive noise inside the campus.
2. Abuse or violent actions towards other students or teachers – including sexual harassment or joke.
3. Damage to SMEAG property. Perpetrator will be subject to a fine for repair cost.
4. Exiting the campus during the suspension period.
5. Caught alcohol bottles inside the dormitory or room. Occupants will receive the warnings.
6. Failure to report error or illegal usage of E-Money Card.
7. Exiting the campus by violating the rules and regulations.
c. 3 Warnings
1. Inappropriate intimate behavior among couples.
2. Smuggling alcoholic beverages or liquor inside the campus.
3. Attempting to climb over the fence.
4. Attempting to bribe security guards.
d. Penalty
1. 1st violation – written warning + prohibition to change classes for 2 weeks
2. 2nd violation – written warning + prohibition to change classes for 2 weeks
3. 3rd violation – written warning + prohibition to change classes for 2 weeks + prohibition to exit the campus for 2 weeks (including weekends for Sparta Campus)
4. 4th violation – written warning + notifying parents or agency + prohibition to change classes for 2 weeks + prohibition to exit the campus for 4 weeks (including weekends for Sparta Campus)
5. 5th violation – expulsion
e. Common Regulation
1. Administrative and academic warnings are considered the same. Academic department can only issue a maximum of 3 warnings.
2. Evaluation period is 12 weeks upon warning assignment. The warnings will lapse if no addition warnings will be issued to the student for 12 weeks.
3. Other than the items mentioned above, managers have the authority to issue warnings based on judgment after securing the approval of SMEAG General Manager.
. The amount of students’ deposit for room/key/E-Money Card is donated to charity when its proprietor is expelled from SMEAG with less than a week to stay.

5. Exit and Overnight Stay-Out of the Campus Regulations

A. Sparta Campus
a. Common Regulations
1. Weekday curfew: 21:00
2. Students with 3 counts of warnings are prohibited to exit the campus regardless if it is their last week of study.
3. Should students wish to stay out or go on an excursion, they are required to attend a safety education session scheduled 12:40 every Friday or the day before a holiday at the designated place.
4. If it is a Friday or a day before a holiday, students are prohibited to leave for an excursion.
5. Students are required to submit an itinerary before a trip. Failure to do so will result to sanctions.
6. Filling out a stay-out form excursion form on behalf of another student or friend will not be accepted.
b. Exiting the Campus during the Weekdays
1. Students are not allowed to exit or stay overnight out of the campus during weekdays.
2. Exceptions: Visits to hospital, pharmacy, post office, or travel agency for reservation.
3. In case of the exceptions, only 1 person is allowed to accompany the student.
4. Only a chief manager can approve an exception when reasons differ from the cases listed above.
c. Online Safety Education
1. Online application is only for weekends and weekday holidays after not being able to participate in a safety education session.
2. Every Friday or the day before a holiday before 18:00 on SMEAG Facebook online safety education questionnaire after completing the form.
3. Students are to answer the Facebook Safety Education Questionnaire and submit the application form.
4. Students are to create an account if they do not have one. Otherwise, they have to participate in the offline session.
5. If students cannot perform the task within the prescribed time frame, they will not be able to apply.
d. Sending a colleague to the airport
(Permission is granted during office hours from 09:00-18:00.)
1. Graduates can only be accompanied by a maximum of 2 students to the airport.
2. Students are only allowed to exit the campus for 4 hours for send-offs.
3. If the students cannot return within the allotted time, they have to secure permission from a manager.
e. Going Out for Graduates
1. Graduates are given the opportunity to exit the campus for 7 days prior to graduation date.
2. Companions are not allowed.
3. Graduates are to return to campus before 21:00 on the same day. Failure to observe curfew time will result to 3 warnings.
4. Students must return before 21:00.

B. Classic and Capital Campus
a. Common Regulations
1. Students are to submit a stay-out form or itinerary when staying outside the campus and for excursions.
2. Should a student wish to send a friend to the airport past the curfew time, that student must secure a permission from a manager.
3. Filling out any stay-out form or travelling application forms on behalf of a friend will not be accepted.
b. Offline Application
1. Weekdays
① Online application is only accepted at the main office from 09:00 until 18:00.
② Only one application is allowed per day.
③ Students must secure the approval from a manager for stay out lasting for 2 days or more.
c. Weekend or Public Holiday
1. Every Friday or the day before a holiday. From 12:40-13:00 at the designated place of each campus.
2. Schedule is subject to change due to public holidays. Notices or announcements are posted on bulletin boards.
d. Online Safety Education
1. Online application is only for weekends and weekday holidays after not being able to participate in a safety education session.
2. Every Friday or the day before a holiday before 18:00 on SMEAG Facebook online safety education questionnaire and submit after completing the form.
3. It is required to carry out both online and offline safety education and the application form.
4. Students are to create an account if they do not have one. Otherwise, they have to participate in the offline session.
5. If students cannot perform the task within the prescribed time frame, they will not be able to apply

6. Student Stay-Out and Search Management

A. Sparta Campus
a. Management of students’ going out/staying out/travel
b. Stay-out and travel are only granted to students who were able to participate in safety education on Fridays.
c. Students are required to fill-out the application form for exiting/overnight stay outside the campus/travel.
d. Actions taken when SMEAG can no longer locate the student:
1. Within 6 hours: Consistently check the status.
2. After 6 hours: SMEAG office will be notified.
3. After 12 hours: Agency will be notified.
4. After 24 hours: Parents will be notified. Disappearance will be reported to the authorities.
B. Classic and Capital Campus
a. Within 24 hours: Consistently checking the status.
b. Between 24-72 hours: Student’s local phone number will be contacted every hour. Parents will be notified by an SMEAG manager after 48 hours.
c. After 72 hours: Disappearance will be reported to the authorities.

7. Students under 18 Years or Minor Management Regulations

A. Policies for exiting the campus and excursion are strictly based on the conditions and agreements approved by the parents.
B. Minors are only allowed to exit the campus only in cases of hospital, post office, or travel agency visits.
C. Students or parents may request for drop off service to the airport for PHP 1,000.

8. Refund Policy

A. General Regulations
a. There are no refunds in the case of remaining stay length is less than 50% of the whole contract. (100% refund will be provided in the case immigration denies the application for I-Card and VISA extension.)
b. SMEAG will refund in a 4-week basis only (i.e.: remaining period – 10 weeks -> refundable period 8 weeks or remaining period -> 6 weeks -> refundable period – 4 weeks) and 60% of the refundable amount will be refunded.
c. Refund will be given within 30 days via the agency in the student’s country except for the cost of registration and SSP issuance.
d. If cancellation is due to inevitable occasions like illness or death of an immediate family. SMEAG will provide 50% refund regardless of the time of notification.
e. For course or dormitory change, students are to apply to any Administrative Staff at the main office and pay 60% of the difference in the amount of 1 week. (PHP 500 per course change.)

9. School Indemnity Policy

A. Cancelled or extended flight schedules due to a natural disaster.
B. Personal or property damage by a student’s action without prior permission.
C.Personal or property damage during travel.
D. Official Philippine holidays and national holidays; temporary holidays and special holidays.
E. Authority to change price: 10% (6 months) increase of exchange rate and tax as by enacted changed laws.
F. Labor dispute or teacher retirement: 1:8 class or substitute teachers have replaced their own class schedule.

10. Campus and Dormitory Change Regulations

A. Changing Campus
a. Students are only allowed to transfer to another campus if dormitory status permits and if they have 2 weeks or more remaining study duration.
b. Students can change their campus as many times as they want. They will be charged for PHP 500 for every application starting from the 2nd change.
c. Students are to pay the fee when submitting the application form.
B. The same amount will be charged for room change.

11. E.O.P (English Only Policy)

A. The EOP regulations are only applicable to Sparta students and staff.
B. The mentioned individuals are required to speak the English language all the time except when inside the dormitory, admin office, and EOP-free zones.
C. Students who violate the EOP will be given special classes and tests.
D. EOP Hours: Mondays to Fridays; from 06:00 to 19:00; excluding holidays
E. Staying in Sparta Campus after 12 midnight, except for selected rooms such as self-study rooms, is strictly prohibited and violators will penalized.
